Added ability to show banners in the forum view and thread view pages.

If you have a previous version of Banner v3.0 or older, you must uninstall that version first before installed Banner v3.1.

Before uninstalling an older version, be sure to copy the information from the Admin page to a text file so you can easily copy it back to the new version.
